Angola's President, João Lourenço, Unveils Plans for National Cybersecurity Academy

In a groundbreaking announcement on Monday at the opening ceremony of the 3rd edition of ANGOTIC 2023 held in Luanda, João Lourenço, the President of Angola, unveiled plans for the establishment of a comprehensive cybersecurity academy in the nation.

President Lourenço’s intent with the creation of the cybersecurity academy is to build a robust and impenetrable layer of defense for the nation’s telecommunication and information technology services, ultimately ensuring the security and integrity of the user experience. In a world where digital landscapes are persistently under threat from cyber-attacks, his initiative underscores Angola’s commitment to the security of its digital frontiers.

During his speech, President Lourenço emphasized the development of a regulatory framework intended to streamline the usage of telecommunication networks. This is an essential step in solidifying the legality and integrity of operations within the digital sphere, providing clear guidance for users and operators alike.

Reiterating his commitment to digital safety and security, Lourenço highlighted that the government, in conjunction with other interested stakeholders, is intensifying efforts to bolster trust and safeguard the use of service networks. Particular attention is being paid to the protection and defense of critical infrastructures and indispensable information services, an initiative that is set to dramatically enhance the country’s resilience to cyber threats.

Furthermore, President Lourenço spoke of the progressive steps being taken to enable unhindered, secure, and efficient utilization of cyberspace by both public and private entities. This points towards a new era of digital inclusivity in Angola, where all sectors of the economy can leverage the benefits of cyberspace.

The president also took the opportunity to acknowledge the surge of innovative digital startups in the country. The vitality and dynamism of these entrepreneurial ventures, according to him, is an attestation to the growing strength of Angola’s youth-led entrepreneurship ecosystem, which has garnered multiple international accolades for its innovative prowess and positive impact on the economy.

Detailing the remarkable progress in the telecommunications sector, Lourenço revealed a 55% growth in mobile telephone services and a 20% increase in internet access rates from 2021 to the first quarter of 2023. These statistics underline the rapid digital transformation that Angola is experiencing.

Highlighting the application of digital technology in various sectors, Lourenço noted how satellite imagery is now being used to aid agriculture, oil production, land use planning, mining, environmental conservation, migration control, and to devise solutions for the recurring droughts that afflict the southern regions of the country.

Furthermore, President Lourenço outlined the other key components of the ‘White Paper’, which include the technological modernization of public administration and regulation and innovation. He praised the strong partnership with the private sector, which has been instrumental in realizing substantial advancements in digital service usage across various sectors, ranging from industry, commerce, banking, insurance, and energy, to health. The president further underscored the growth experienced by companies strongly inclined toward the digital economy.

In conclusion, João Lourenço’s announcement marks a significant stride in Angola’s journey towards a digitally secure, inclusive, and innovative nation. With a keen focus on cybersecurity, regulatory reform, and digital inclusivity, the country is paving the way for a promising digital future.
