Ugandan Parliament Passes Amended Anti-Homosexuality Bill 2023

The Ugandan Parliament has revisited and made amendments to the Anti-Homosexuality Bill 2023, incorporating changes to the four clauses that were previously objected to by President Yoweri Museveni. Despite the modifications, the newly passed bill retains a majority of the stringent measures that were initially adopted in March.

Under the revised Anti-Homosexuality Bill, the death penalty remains in place for specific same-sex acts, while those found guilty of promoting homosexuality will face a 20-year prison sentence. The legislation also introduces a 7-year jail term for individuals who knowingly permit their premises to be utilized for homosexual acts. Furthermore, failure to report instances of homosexuality when one possesses knowledge of such occurrences will result in a fine of 10 million Ugandan shillings or 5-year imprisonment.

A recent incident in the Parliament highlighted the ongoing tensions surrounding this bill. Speaker Anitah Among ordered Deputy Attorney General Jackson Kafuuzi not to defend any legislation in the House for as long as she remains in her position. This directive came after a heated exchange when Kafuuzi attempted to explain why he had advised President Museveni not to sign the bill.
